<reference>70 ILCS 2305/4</reference><aliasreference>from Ch. 42, par. 280</aliasreference><SynopsisText>Amends the North Shore Sanitary District Act. Provides that the Board of Trustees of the District shall have the authority to change the name of the District, by ordinance, to the North Shore Water Reclamation District. Provides that all provisions of the Act shall apply to the newly renamed district. Increases the maximum compensation for the President of the Board of Trustees of the District to $14,000 (now, $11,000) per year, and increases the maximum compensation for other board members to $11,000 (now, $8,000) per year.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>

Reinserts the substantive provisions of the bill. Further amends the North Shore Sanitary District Act. Provides that no ordinance, resolution, or rule of the district shall take effect until 10 days after it is published, unless that ordinance, resolution, or rule contains a statement of its urgency and two-thirds of the members of the corporate authorities of the district vote that the ordinance, resolution, or rule shall take effect upon its passage. Sets forth criteria for publication of ordinances, rules, and regulations of the district. Provides that the trustees of the district shall execute a bond in the amount and form to be approved by the corporate authorities of the district (now, as determined by the circuit court). Provides that the bond shall be in a sum of not less than $10,000. Provides that the sanitary district may lease certain property to others for a term not to exceed 20 years (now, 10 years). Provides that the emergency contract cap dollar amount for the district shall not exceed $250,000 (now, $100,000). Provides that officials and employees of the district may purchase certain supplies, materials, equipment, or services to address an operating emergency that does not affect the public health in an amount not to exceed $100,000 (now, $40,000)</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the publication requirement applies to ordinances or rules imposing a penalty or assessing a charge under a Section of the Act pertaining to the disposal of industrial waste (instead of all ordinances or rules under that Section). Allows the district to post a general notice of a proposed ordinance or rule in 3 public places in the district if no newspaper of general circulation exists in the district.</SynopsisText><synopsistitle>Fiscal Note (Illinois Environmental Protection Agency)</synopsistitle>
