Makes county probation officers eligible for the sheriff's law enforcement employee (SLEP) formula. Allows these probation officers to convert non-SLEP service as a probation officer into SLEP credit by paying the difference in employee contributions plus interest; waives the interest if payment is made within one year. Allows a participating municipality to phase in the costs of converting the service with payments over 5 years. Effective immediately.Senate Floor Amendment No. 1 Creates a 5-year window for application for the conversion of service credits and removes language waiving the payment of interest if payment if made within a specified one-year period.Senate Floor Amendment No. 2 Replaces everything after the enacting clause with the introduced bill with the following changes. In the definition of "sheriff's law enforcement employees", adds language requiring that the county probation officer be employed on a full-time basis. In provisions concerning the conversion of the credit, (i) provides that the conversion may only occur within 5 years after the effective date and (ii) deletes provisions waiving the interest and allowing the participating municipality to phase in conversion costs. Effective immediately.Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed. State Debt Impact Note (Dept. of Commerce & Economic Opportunity) This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. Housing Affordability Impact Note (Housing Development Authority) This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence. Pension Note (Government Forecasting & Accountability) The fiscal impact of SB 488, as engrossed, cannot be calculated as the number of county probation officers that will elect sheriff's law enforcement employee (SLEP) status is not known. However, as the employer contribution rate for SLEP formula employees is greater than the employer contribution rate for regular formula employees, there will be a negative fiscal impact on the Fund for any conversions or prior probation officer service.
