Reinserts the contents of the bill as introduced with the following changes. Further amends the Illinois Roofing Industry Licensing Act. Makes changes in the definition of "roofing contractor". Provides that applications for licensure as a legal entity submitted by currently licensed sole proprietors or legal entities shall, upon meeting certain requirements, not be considered applications for initial licensure that are subject to the examination requirement and that, upon issuance of the new license, the former license is terminated. Makes changes in a Section concerning grounds for disciplinary action, including allowing the Department of Financial and Professional Regulation to impose fines not to exceed $10,000 (instead of $1,000) for each violation of the Act. Removes a provision that allows the Department to issue a rule to show cause why an order to cease and desist should not be entered against a person engaged in the unlicensed practice of roofing and sets forth a provision allowing the Department to issue an order to cease and desist such unlicensed practice without a hearing.</SynopsisText></synopsis>
