Provides, as an exception to the requirement that the admission tax be paid for each admission, that a person who exits a riverboat gambling facility and reenters that riverboat gambling facility within the same gaming day shall be subject only to the initial admission tax. Effective immediately.Land Conveyance Appraisal Note (Dept. of Transportation) No land conveyances are included in this bill, therefore, there are no appraisals to be filed. Judicial Note (Admin Office of the Illinois Courts) This bill would neither increase nor decrease the number of judges needed in the State. State Debt Impact Note (Dept. of Commerce & Economic Opportunity) This bill would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. Housing Affordability Impact Note (Housing Development Authority) This legislation will have no effect on constructing, purchasing, owning, or selling a single-family residence. Pension Note (Government Forecasting & Accountability) This bill will not impact any public pension fund or retirement system in Illinois. Balanced Budget Note (Office of Management and Budget) SB 262 will have no significant impact on the Fiscal Year 2008 budget.State Mandates Fiscal Note (Dept. of Human Services) This bill does not create a State mandate under the State Mandates Act.Home Rule Note (Dept. of Commerce & Economic Opportunity) This legislation does not pre-empt home rule authority. Fiscal Note (Dept. of Revenue) Assuming that 1% to 2% of all persons admitted to riverboat enter the same riverboat more than one time per day. Senate Bill 262 would reduce the State portion of admission tax revenues by approximately $317,000 to $634,000 per year and the local portion of admission tax revenues by $163,000 to $326,000 per year. Balanced Budget Note (Governor's Office of Mgmt & Budget) SB 262, if enacted into law, will lead to an unbalanced proposed Fiscal Year 2008 budget.
