Provides that the Authority may enter into agreements with respect to its bond payment obligations. Provides that any pledge of revenues or other moneys made by the Authority shall be binding from the time the pledge is made, and that revenues and other moneys pledged shall be held outside of the State treasury and shall be subject to certain liens. Provides that "clean coal and energy projects" includes new gasification facilities. Provides that moneys in the Fire Truck Revolving Loan Fund and the Ambulance Revolving Loan Fund may also be used to reimburse the Authority for reasonable expenses incurred in connection with administering the loan programs, including reimbursement for time spent by Authority staff. <SynopsisText>Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with changes. Provides that "clean coal and energy projects" includes new electric generating facilities or new gasification facilities (instead of "new facilities"). Provides that loans made from the Fire Truck Revolving Loan Fund and the Ambulance Revolving Loan Fund may include program fees or other costs related to the processing of the loan. Provides that the amount of those fees and costs shall be mutually agreed upon by the Authority and the State Fire Marshal. Deletes certain provisions of the introduced bill that allow the Authority to reimburse itself for certain costs and expenses associated with administering the fire truck revolving loan program and the ambulance revolving loan program.</SynopsisText><synopsistitle>Senate Committee Amendment No. 3</synopsistitle>
