<reference>105 ILCS 5/21-7.10</reference><aliasreference></aliasreference><SynopsisText>     Amends the School Code. Provides that "master principal designation program" shall also be known as the Illinois Distinguished Principal Leadership Institute. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<reftype>Adds reference to:</reftype><reference>105 ILCS 5/2-3.53a</reference><aliasreference></aliasreference><SynopsisText>Deletes everything after the enacting clause. Reinserts the contents of the introduced bill with the following changes. Further amends the School Code to provide that principals hired on or after July 1, 2007 and before July 1, 2008 may participate in a second year of mentoring through the new principal mentoring program if it is determined by the State Superintendent of Education that sufficient funding exists for such participation. Provides that beginning on July 1, 2008, and subject to an annual appropriation by the General Assembly, any individual who is first hired as a principal in Illinois on or after July 1, 2008 shall participate in a new principal mentoring program for the duration of his or her first year and second year as a principal (now, just for the duration of his or her first year) and must complete the program in accordance with requirements set forth in the Code and rules. Requires the State Superintendent to annually determine whether appropriations are likely to be sufficient to require operation of the mentoring program for the coming year. Requires the State, through the State Board of Education, to appropriate funds for the master principal designation program, with the State Superintendent having the exclusive authority to determine (i) the number of statewide organizations to be approved as providers of the program and (ii) the amount of funding needed by the one or more approved statewide organizations to provide the program. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText></synopsis>
