Prohibits license plate covers, coatings, wrappings, materials, or other devices that obstruct the visibility or electronic image recording of the plate, prohibits the sale or advertising of those materials, imposes various penalties, and authorizes civil actions under specified circumstances. Makes various changes regarding suspension of vehicle registration or driving privileges for failure to satisfy fines or penalties for toll violations or evasions. Preempts the exercise of home rule powers regarding prohibiting the placement of automatic vehicle identification transponder devices, cards, or chips issued by a governmental body for the purpose of electronic payment of tolls or other authorized payments. <SynopsisText>Restores language requiring a report from the Illinois State Toll Highway Authority notifying the Secretary of State of unsatisfied fines or penalties to contain the driver's license number of the person who failed to satisfy the fines or penalties.</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 1 (Illinois State Toll Highway Authority)</synopsistitle>
<SynopsisText>The bill would have minimal cost to the Illinois Tollway, and would improve the collection of tolls and fines, penalties and fees related to toll evasion.</SynopsisText></synopsis>
