<reference>225 ILCS 605/3.3 new</reference><aliasreference></aliasreference><reference>225 ILCS 605/3.4 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Animal Welfare Act. Prohibits an animal shelter or animal control facility from adopting out any dog or cat that has not been sterilized in a manner acceptable to the Department of Agriculture, unless certain conditions have been expressly agreed to by the adopting owner prior to the adoption. Prohibits the release of any animal by an animal shelter or animal control facility to an individual representing an animal shelter, unless the animal shelter has been licensed or has a foster care permit issued by the Department or the individual is a representative of a not-for-profit, out-of-State organization. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText></synopsis>
