<synopsistitle></synopsistitle>
<reference>730 ILCS 5/5-4-3</reference><aliasreference>from Ch. 38, par. 1005-4-3</aliasreference><SynopsisText>     Amends the Unified Code of Corrections. Provides that any person incarcerated in a facility of the Illinois Department of Corrections or the Illinois Department of Juvenile Justice on or after August 22, 2002, whether for a term of years, natural life, or a sentence of death, who has not yet submitted a sample of blood, saliva, or tissue to the Department of State Police for genetic marker grouping analysis shall be required to submit a specimen of blood, saliva, or tissue prior to his or her final discharge or within 6 months from the effective date of the amendatory Act, whichever is sooner. Provides that these specimens shall be placed into the State or national DNA database, to be used in accordance with other provisions of the Act, by the Illinois State Police. Provides that compliance with this provision constitutes an additional condition of any period of court supervision, conditional discharge, or probation imposed upon a person required to provide a specimen. <SynopsisText>Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText></synopsis>
