Includes members of the U.S. Armed Forces Reserves and the Illinois National Guard, and their spouses and dependents when residing with or accompanying them, among the persons covered by the Code's provisions for military, non-resident, and overseas voters. Authorizes these voters to transmit ballots and ballot applications by fax or electronic means (now, military voters may fax ballot applications). Requires election authorities to have the capability to send and receive fax and electronic transmissions. Requires the State Board of Elections to adopt appropriate rules.
