Provides that if a candidate's name is certified to appear on the primary or election ballot and the candidate dies, withdraws, or is judicially declared ineligible more than 14 days after the certification, then the candidate's name shall remain on the ballot. Provides that votes cast for such a candidate shall not be included in the official election results unless sufficient for the candidate to have won, in which case a vacancy in the nomination or office shall be declared. Amends the Revised Cities and Villages Act of 1941. Provides that an aldermanic candidate may withdraw no later than the 14th day after certification (now, no less than 20 days before the election). Effective immediately.</SynopsisText></synopsis>
