<reference>815 ILCS 603/10</reference><aliasreference></aliasreference><SynopsisText>     Amends the Contractor Prompt Payment Act. Provides that under a construction contract, it is unlawful to withhold more than 5% retainage on payments earned by contractors and subcontractors, and that upon completion of 50% of the work under the contract, retainage may not exceed 2.5%. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that upon completion of 50% of the work under the contract, retainage must be reduced to an amount not to exceed 2.5% (instead of providing that upon completion of 50% of the work under the contract, retainage may not exceed 2.5%).</SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 1 (Department of Central Management Services)</synopsistitle>
<SynopsisText>HB 4920 (H-AM 1) will have no fiscal impact on the Department of Central Management Services, as the Department does not have any such contracts.</SynopsisText></synopsis>
