Reinserts the provisions of House Amendment No. 1 with changes. In the Humane Care for Animals Act, removes the provisions concerning prohibited methods of euthanasia of a companion animal and instead provides (i) that euthanasia by carbon monoxide is prohibited unless performed by a licensed veterinarian and (ii) that use of a decompression chamber or carbon dioxide is prohibited. Provides criminal penalties for violation. Sets forth requirements for a veterinarian to be eligible for the exemption. In the Humane Euthanasia in Animal Shelters Act, (i) restores the requirement that to qualify as a euthanasia technician certain licenses or certifications must have been issued within 3 years before the date of the application and (ii) provides for criminal penalties to be enforced by the State's Attorney (instead of the State's Attorney or the Attorney General).</SynopsisText><synopsistitle>House Amendment No. 4</synopsistitle>
<SynopsisText>Further amends the Humane Care for Animals Act and the Humane Euthanasia in Animal Shelters Act. Provides that there is no rulemaking authority under the amendatory Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Further amends the Humane Euthanasia in Animal Shelters Act. Provides that a licensed veterinarian may euthanize companion animals in an animal shelter or animal control facility by the use of carbon monoxide if the veterinarian complies with the requirements set forth in the Humane Care for Animals Act for euthanasia by that method.</SynopsisText></synopsis>
