Provides that a county or municipality may not use an automated traffic law enforcement system as a basis for charging a person facing a steady red light with a traffic violation for turning right, or for turning left from a one-way street onto another one-way street, regardless of whether or not the turn is otherwise permitted under the Code. Denies home rule powers. Provides that additional designated counties may also establish a system.
