<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Community Youth Employment Act. Provides that the Department of Commerce and Economic Opportunity shall administer a competitive grant program to provide 2,500 youths with stipends and supervision over a 6-week summer work period. Sets forth criteria for receiving grants under the Act. Provides a budget for the use of grant moneys awarded. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
