Provides for the regulation of persons providing midwifery services through licensure by the Department of Financial and Professional Regulation. Amends the Regulatory Sunset Act to repeal the new Act on January 1, 2019. Amends the Medical Practice Act of 1987 and the Nurse Practice Act to provide that those Acts do not prohibit the practice of midwifery by persons licensed under the Certified Professional Midwife Licensure Act. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the provisions of the introduced bill with the following changes. Removes certain provisions concerning rules and provides that neither the Governor nor any agency or agency head under the jurisdiction of the Governor has any rulemaking authority under the new Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Makes technical changes. Effective immediately.</SynopsisText></synopsis>
