<reference>New Act</reference><aliasreference></aliasreference><reference>30 ILCS 105/5.675 new</reference><aliasreference></aliasreference><SynopsisText>     Creates the Charitable Trust Stabilization Act and amends the State Finance Act. Creates the Charitable Trust Stabilization Fund as a special fund in the State treasury and requires that the moneys in the Fund be used for financial assistance to participating eligible charitable organizations. Creates the Charitable Trust Stabilization Committee to administer the Fund. Provides that eligible charitable organizations may elect to participate by agreeing to have 3% of the proceeds received by that organization from a grant award or contract with any State agency placed in the Charitable Trust Stabilization Fund. Sets forth requirements for eligible organizations.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that on the June 30 that occurs in the third year after the transfer to the Charitable Trust Stabilization Fund, the Treasurer must transfer the amount of $1,000,000 from the Charitable Trust Stabilization Fund to the General Revenue Fund, and if, on that date, less than $1,000,000 is available for transfer, then the Treasurer must transfer the remaining balance of the Charitable Trust Stabilization Fund to the General Revenue Fund, and on each June 30 thereafter must transfer any balance in the Charitable Trust Stabilization Fund to the General Revenue Fund until the aggregate amount of $1,000,000 has been transferred. Provides that the grant program under this Act is permissive and is subject to appropriation by the General Assembly.</SynopsisText><synopsistitle>Senate Committee Amendment No. 1</synopsistitle>

Reinserts the provisions of the engrossed bill with the following changes: Makes changes to the membership of the Charitable Trust Stabilization Committee. Deletes the provision that an eligible organization may elect to participate in the Charitable Trust Stabilization Program by agreeing to have 3% of the proceeds received by that organization from a grant award or contract with any State agency placed in the Charitable Trust Stabilization Fund. Amends the General Not For Profit Corporation Act of 1986. Increases the fee for filing an annual report from $5 to $10 and requires that $5 of that fee must be deposited into the Charitable Trust Stabilization Fund. <SynopsisText>Recommends that, to be eligible to receive a grant under the Charitable Trust Stabilization Act, the organization must provide evidence that it is in good financial standing, including, but not limited to, a showing that there have been no audit findings for the previous 2-year period that would adversely affect the organization's Section 501(c)(3) tax-exempt status and other evidence, as specified by Committee rules.
