Limits a commission's use of design-build to no more than 25% of its annual construction budget. Repeals the bill's design-build provisions 5 years after the bill's effective date.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts Senate Amendment No. 1 with the following changes: Requires that the building commission require that the design-build entity comply with utilization goals for minority and women businesses and with equal employment provisions of the Illinois Human Rights Act (now, prohibits a commission from using the design-build procurement method unless it determines in writing that the project will comply with the State's disadvantaged business and equal employment practices). Limits a commission's annual design-build payments to 25% of its fiscal year moneys for construction projects (now, no more than 25% of a commission's annual construction budget may be used for design-build projects).</SynopsisText></synopsis>
