Fiscal Note (Office of the Comptroller) A review of the legislation does not reveal any significant fiscal impact to the operations of the Office of the Comptroller or to the State government. Reinserts engrossed House bill 3490 with the following changes: Adds legislative intent and conditions for a commission's use of design-build. Requires that a commission annually report to the General Assembly on the use of minority and female owned enterprises with respect to design-build projects. Limits a commission's use of design-build to no more than 25% of its annual construction budget. Repeals the bill's design-build provisions 5 years after the bill's effective date.Senate Floor Amendment No. 2 Deletes everything after the enacting clause. Reinserts Senate Amendment No. 1 with the following changes: Requires that the building commission require that the design-build entity comply with utilization goals for minority and women businesses and with equal employment provisions of the Illinois Human Rights Act (now, prohibits a commission from using the design-build procurement method unless it determines in writing that the project will comply with the State's disadvantaged business and equal employment practices).
