Provides that the Secretary of State shall, at no additional charge, issue special license plates or decals that identify the owner of the vehicle as a person with diabetes. Establishes requirements that must be met for issuance of the plates. Provides that, if a person is issued special license plates for a person with diabetes, he or she shall not be issued special decals.
