<reference>20 ILCS 1605/27.5 new</reference><aliasreference></aliasreference><reference>30 ILCS 105/5.675 new</reference><aliasreference></aliasreference><reference>30 ILCS 105/6z-69 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Lottery Law and the State Finance Act. Allows the Governor to sell or otherwise dispose of the State Lottery upon such terms and conditions and for such consideration that the Governor deems to be in the best interests of the people of the State of Illinois. Provides that all net proceeds from the sale or other disposition of the State Lottery must be deposited into the Commitment to Education Fund, a special fund created in the State treasury. Subject to appropriation, provides that all money in the Commitment to Education Fund must be used by the State Board of Education to supplement funding, by grant, loan, appropriation, or otherwise, as directed in the appropriation, for any one or more of the following purposes: (1) General State Aid or Supplemental General State Aid; (2) mandated categorical grants; (3) early childhood programs; (4) school construction; (5) initiatives intended to provide for better quality teachers; (6) initiatives intended to provide for better quality instructional materials; or (7) initiatives intended to increase the amount of time per day students spend learning, whether in the classroom or in alternative settings.
