<reference>New Act</reference><aliasreference></aliasreference><reference>30 ILCS 105/5.675 new</reference><aliasreference></aliasreference><SynopsisText>     Creates the Good Samaritan Computer Program Act and amends the State Finance Act. Directs the Department of Commerce and Economic Opportunity to solicit voluntary contributions for the purpose of assisting low-income individuals and families in purchasing computers. Creates the Good Samaritan Computer Program Trust Fund, and provides that contributions under the Good Samaritan Computer Program Act shall be deposited into the fund. Provides that subject to appropriations, DCEO may use moneys in the fund to assist low-income individuals and families to purchase computers. Requires DCEO to make an annual report on the use and effectiveness of the fund. Effective January 1, 2008.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that there is no rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Changes the effective date from January 1, 2008 to January 1, 2009.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>

<SynopsisText>Since the size of the donations and the demand for the funds are unknown, it is not possible to attach a fiscal cost to this legislation at this time. However, the legislation allows the Department to utilize up to 10% of the money donated to administer the program and it is estimated that these funds may be sufficient for any additional expenses the Department would incur in the operation of this program. </SynopsisText><synopsistitle>Fiscal Note, House Amendment No. 2 (Dept. of Commerce &amp; Economic Opportunity)</synopsistitle>
