Provides that a dog found running at large with 3 or more dogs may be deemed a potentially dangerous dog by the animal control warden or administrator. Requires potentially dangerous dogs to be spayed or neutered and microchipped within 14 days of reclaim. Also provides that a dog in a dog-friendly area or dog park is not considered running at large if it is monitored or supervised. Provides that an animal may be adopted even if it has not been rendered incapable of reproduction and microchipped if (i) a licensed veterinarian certifies that the dog or cat is too sick or injured to be sterilized or that it would be detrimental to the health of the dog or cat to be spayed or neutered and (ii) the adoptee has executed a written agreement promising to have such service performed, including microchipping, within 14 days after a licensed veterinarian authorizes a statement that the dog or cat is healthy enough to be sterilized.
