Provides that a person convicted a first time of driving while his or her driving privileges are suspended or revoked is guilty of a petty offense (rather than a Class A misdemeanor) if: (i) at the time of the violation, the person's driving privileges under a graduated driver's were suspended because of 2 or more offenses against traffic regulations governing the movement of vehicles within a 24 month period; and (ii) the person successfully completes a driver safety course approved by the Secretary of State of State.
