Requires the Department of Public Health to adopt rules for an alternative health care model to allow for the creation of no more 3 Long Term Care Hospitals (LTCH) in the State of Illinois, one of which shall be located in the area of Illinois within the St. Louis Metropolitan Statistical Area. Provides that these model long term care hospitals must be created by converting facilities previously licensed as long-term care facilities under the Nursing Home Care Act. Provides that these converted facilities shall provide services to patients whose medical condition requires long-term medical care but not at the level provided by a hospital licensed under the Hospital Licensing Act, a sub-acute care hospital licensed under the Alternative Health Care Delivery Act, or a long-term care facility licensed under the Nursing Home Care Act and certified as a Skilled Nursing Facility.House Amendment No. 1 Replaces the bill's amendatory provisions concerning a long term care hospital alternative health care model. Provides for a long term acute care hospital conversion alternative health care model. Provides that such a conversion is a Long Term Acute Care Hospital (LTACH) created by converting a facility or a portion of a facility previously licensed as a long-term care facility under the Nursing Home Care Act. Provides that this model shall allow for a maximum of 4 such LTACH conversions, one of which shall be located in the area of Illinois within the St. Louis Metropolitan Statistical Area. Provides that the LTACH conversions shall each have no more than 60 beds and shall provide extended medical and rehabilitative care, such as but not limited to comprehensive rehabilitation, respiratory therapy, cancer treatment, head trauma treatment, and pain management, for patients who are clinically complex and may suffer from multiple acute or chronic conditions. Requires the Department of Public Health to adopt rules to implement these provisions within 6 months after the effective date of this amendatory Act.
