<reference>New Act</reference><aliasreference></aliasreference><reference>5 ILCS 80/4.28 new</reference><aliasreference></aliasreference><SynopsisText>     Creates the General Building Contractor Licensing Act. Provides for the licensure and regulation of general building contractors and specialty contractors by the Department of Financial and Professional Regulation. Creates the General Building Contractor Licensing Board. Sets forth provisions concerning powers and duties of the Board, exemptions from the Act, application procedures and qualifications, license expiration, renewal, and restoration, grounds for disciplinary action, penalties for violation of the Act, administrative procedures, and other requirements. Amends the Regulatory Sunset Act to repeal the General Building Contractor Licensing Act on January 1, 2018. Effective January 1, 2008.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Reinserts the provisions of the bill as introduced with the following changes. Provides for the regulation of residential building contractors and specialty residential building contractors (rather than general building contractors and specialty contractors). Changes all references from "general building contractor" to "residential building contractor" and from "specialty contractor" to "specialty residential contractor", including changing the name of the new Act to the Residential Building Contractor Licensing Act. Effective January 1, 2008.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Exempts from the Residential Building Contractor Licensing Act a person who is licensed as a residential building contractor or licensed in a similar profession by a municipality engaged in the licensure of residential building contractors or similar persons before the effective date of the new Act and who practices the profession within that municipality.</SynopsisText><synopsistitle>House Amendment No. 3</synopsistitle>
