Provides that, on a weekday between the hours of 7 a.m. and 4 p.m., a person may not drive a motor vehicle at a speed in excess of 20 miles per hour while passing a school zone or while traveling on a roadway on public school property or upon any public thoroughfare where children pass going to and from school. Provides that, at any other time, a person may not exceed the speed of 20 miles per hour in those areas if the person observes children present. Provides that, on a weekday between the hours of 7 a.m. and 4 p.m., a person may not make an otherwise permissible right or left turn in those areas while facing a red traffic signal. Provides that, at any other time, the person may make the turn if he or she observes no children present.</SynopsisText></synopsis>
