<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Healthy Illinois Act. Contains only a short title provision.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Creates the Health Care for All Illinois Act. Provides that all individuals residing in this State are covered under the Illinois Health Services Program for health insurance. Provides the specific health coverage benefits that participants are entitled to under the Program. Sets forth the requirements for the qualifications of participating health providers. Sets forth the specific standards for provider reimbursement. Provides that it is unlawful for private health insurers to sell health insurance coverage that duplicates the coverage of the Program. Provides that investor-ownership of health delivery facilities, including hospitals, health maintenance organizations, nursing homes, and clinics is unlawful. Provides that the State shall establish the Illinois Health Services Trust to provide financing for the Program. Sets forth the specific requirements for claims billing under the Program. Provides that the Program shall include funding for long-term care services and mental health services. Provides that the Program shall establish a single prescription drug formulary and list of approved durable medical goods and supplies. Creates the Pharmaceutical and Durable Medical Goods Committee to negotiate the prices of pharmaceuticals and durable medical goods with suppliers or manufacturers on an open bid competitive basis. Provides that patients in the Program shall have the same rights and privacy in accordance with current State and federal statutes. Provides that the Commissioner, the Chief Medical Officer, public State board members, and subsequent employees of the Program shall be compensated in accordance with the current pay scale for State employees and as deemed professionally appropriate by the General Assembly and reviewed in accordance with all other State employees. Effective July 1, 2008.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Provides that there is no rulemaking authority under the Act, but that the Governor may suggest rules by filing them with the General Assembly and requesting that the General Assembly authorize such rulemaking by law, enact the suggested rules into law, or take other appropriate action in the General Assembly's discretion. Changes the effective date from July 1, 2008 to July 1, 2009.</SynopsisText><synopsistitle>State Debt Impact Note, House Amendment No. 2 (Government Forecasting &amp; Accountability)</synopsistitle>
<SynopsisText>HB 311 (H-AM 2) would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. </SynopsisText><synopsistitle>Housing Affordability Impact Note, House Amendment No. 2 (Housing Development Authority)</synopsistitle>
