| AMENDMENT NO. ______. Amend Senate Bill 1699 on page 1, by |

| replacing lines 8 through 27 with the following:

| "Sec. 605-425. Illinois Steel Development Board. |
| 5 |
| (a) The Illinois Steel Development Board is established
as |
| 6 |
| an advisory board to the Department of Commerce and
Economic |
| 7 |
| Opportunity. The Board shall be composed of the
following |
| 8 |
| voting members: the Director of Commerce and
Economic |
| 9 |
| Opportunity, who shall be Chairman of the Board, the
Deputy |
| 10 |
| Director of the Bureau of Business Development within the |
| 11 |
| Department of Commerce and Economic Opportunity, 4 members
of |
| 12 |
| the General Assembly (one each appointed by the President
of |
| 13 |
| the Senate, the Senate Minority Leader, the Speaker of the
|
| 14 |
| House of Representatives, and the House Minority Leader), and 8 |
| 15 |
| persons
appointed by the Governor, with the advice and consent |
| 16 |
| of the
Senate. Members appointed by the Governor must include: |
| 17 |
| (1) one member shall be a member of the faculty of a school of |
| 18 |
| business located within Illinois; (2) one member shall be a |
| 19 |
| member of the faculty of a school of engineering located within |
| 20 |
| Illinois; (3) one member shall represent a labor union that |
| 21 |
| represents steelworkers; and (4) 5 members shall represent the |
| 22 |
| Illinois steel industry, including but not limited to |
| 23 |
| technology, transportation, financial, production, and use. |
| 24 |
| Members
appointed by the Governor shall be chosen from persons |
| 25 |
| of
recognized ability and experience in their designated |
| 26 |
| field.".
