| AN ACT concerning transportation.
|

| Be it enacted by the People of the State of Illinois, |
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Vehicle Code is amended by adding |
| 5 |
| Section 2-128 as follows:
|

| (625 ILCS 5/2-128 new) |
| 7 |
| Sec. 2-128. License plate feasibility studies. |
| 8 |
| (a) The Secretary of State shall undertake a study to |
| 9 |
| determine the feasibility of establishing a standard license |
| 10 |
| plate that would (i) replace some or all special plates |
| 11 |
| currently issued under Article VI of Chapter 3 of this Code and |
| 12 |
| (ii) identify its special plate classification by means of a |
| 13 |
| sticker attached to its left side. |
| 14 |
| (b) The Secretary shall undertake a study of the |
| 15 |
| feasibility of identifying, on the license plates issued to any |
| 16 |
| vehicle of the first division, the county in which the vehicle |
| 17 |
| is registered, by use of a registration sticker or some other |
| 18 |
| device or method. |
| 19 |
| (c) The Secretary shall undertake a study of the |
| 20 |
| feasibility of permitting the attachment of a special plate to |
| 21 |
| the front of a vehicle of the first division or a vehicle of |
| 22 |
| second division weighing 8,000 pounds or less and the |
| 23 |
| attachment of a standard registration plate to the rear of that |
| 24 |
| vehicle.

| (d) The Secretary shall, by March 1, 2006, report to the |
| 26 |
| Governor and the General Assembly the results of the studies |
| 27 |
| undertaken in compliance with subsections (a), (b), and (c). |
| 28 |
| The Secretary's reports shall contain cost estimates and |
| 29 |
| comparisons of those estimates to comparable costs under |
| 30 |
| present law. |
| 31 |
| (e) This Section is repealed on January 1, 2007.

| Section 99. Effective date. This Act takes effect upon |
