Requires the Department of Public Health to establish an Umbilical Cord Blood Donation and Outreach Initiative to promote public awareness about cord blood donation. Requires the Initiative to include a public information and outreach campaign. Authorizes the Department to create and update an Adult Stem Cell Research Database to collect information on the advancements being made and treatments being provided through the use of adult stem cells. Requires the Department to fund the Initiative through funds appropriated for the Illinois Regenerative Institute for Stem Cell Research.
