With respect to absentee ballots, requires that the ballot envelope clearly state that the voter must sign in a manner similar to his or her registration record signature. Requires that the voter supply his or her birth date and partial Social Security number on the ballot envelope. Requires that all rejected absentee ballots be counted, notwithstanding any provision of the Code to the contrary, and that the total number of rejected ballots must be reported to the State Board of Elections.Senate Committee Amendment No. 1 Deletes everything.
