Amends provisions relating to the offense of driving under the influence of alcohol, drugs, or intoxicating compounds. Provides that a previous conviction of the offense of reckless homicide can be the basis of the revocation or suspension of a driver's license, where the use of drugs, alcohol, or intoxicating compounds was an element of the offense. Provides that the Secretary of State is authorized to suspend or revoke the driving privileges of a person who submits false information in connection with or during a hearing on a revocation or suspension.  Provides that it is unlawful for a person required to drive only a vehicle equipped with an ignition interlock device to drive a vehicle without that device. Provides that, if a person is convicted a fourth time of DUI and at the time of the violation he or she (i) was transporting a person under the age of 16 or (ii) had a blood alcohol concentration of 0.16 or higher, the person is guilty of a Class 2 felony, regardless of the circumstances of his or her previous convictions.
