Provides that the possession of each firearm in violation of various laws concerning the unlawful use of weapons, unlawful use or possession of firearms by a felon, unlawful possession of firearms or firearm ammunition, and aggravated unlawful use of a weapon constitutes a single and separate violation. Provides that the exemption from the waiting period for the sale of a firearm to a law enforcement officer applies only if the seller knew that the person to whom he or she was selling the firearm was a law enforcement officer. Provides that the application for the purchase of a firearm shall be in writing and shall state: (1) the name of the purchaser, (2) the purchaser's address, (3) that the purchaser has a valid Firearm Owner's Identification Card, and (4) that the firearm may be sold only to the person who initially made the written application for the firearm. Provides that if a person who possesses a valid Firearm Owner's Identification Card and who acquires a firearm thereafter loses the firearm, or if the firearm is stolen, the person must report the loss or theft to the Department of State Police within 72 hours after obtaining knowledge of the loss or theft. Provides that the failure to report the loss or theft is a petty offense for a first violation and a Class A misdemeanor for a second or subsequent violation. Provides that the record of transfer of a firearm must contain the date and time of application for transfer of the firearm.
