<SynopsisText>     Proposes to amend the Legislature Article of the Illinois Constitution concerning the passage of revenue bills. Provides that any bill resulting in the increase of revenue to the State may become law only by a vote of three-fifths of the members elected to each house of the General Assembly. Provides that a house of the General Assembly may not pass a bill that would result in the increase of revenue to the State until (1) at least 30 calendar days have elapsed (i) after the introduction of the bill in that house or (ii) after an amendment to the bill has been adopted in that house, whichever is later, and (2) that house has held at least 2 public hearings on the bill prior to passage by that house. Effective upon being declared adopted.</SynopsisText></synopsis>
