<reference>20 ILCS 2310/2310-371.5 new</reference><aliasreference></aliasreference><reference>105 ILCS 5/10-20.40 new</reference><aliasreference></aliasreference><reference>105 ILCS 5/34-18.32 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Establishes the Childhood Health Promotion Program to prevent and reduce the incidence and prevalence of obesity in children and adolescents, especially among populations with high rates of obesity and obesity-related health complications including, but not limited to, diabetes, heart disease, cancer, osteoarthritis, asthma, and other conditions. Provides several features of the Childhood Health Promotion Program. Provides that the Department of Public Health shall periodically collect and analyze information from schools, health and nutrition programs, and other sources to determine the prevalence of childhood obesity in the State. Amends the School Code. Authorizes and encourages every school district and the Chicago Board of Education to establish a Child Nutrition Advisory Committee to study all facets of the current nutritional policies of the district and board including, but not limited to, the goals of the district and board to promote health and proper nutrition, vending machine sales, menu criteria, educational curriculum teaching health nutrition, educational information provided to parents or guardians regarding healthy nutrition and the health risks associated with obesity, opportunities offered to parents or guardians to encourage healthier eating habits to students, and the education provided to teachers and other staff as to the importance of health nutrition.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>

Creates the Illinois Family Case Management Act. Requires the Department of Human Services to establish and administer a family case management program to reduce the incidence of infant mortality, very low birthweight infants, and low birthweight infants and to assist low-income families obtain available health and human services needed for health growth and development. Provides that under the program, case management shall involve individualized assessment of needs, planning of services, referral, monitoring, and advocacy to assist a client in gaining access to appropriate services. Provides that under the program, case management shall be an active and collaborative process involving a qualified case manager, the client, the client's family, and service providers in the community. Creates the Maternal and Child Health Advisory Board to advise the Department in implementing the Act. Repeals the Infant Mortality Reduction Act. Amends the Prenatal and Newborn Care Act. Provides that the Department shall consult with the Maternal and Child Health Advisory Board (instead of the Infant Mortality Reduction Board) in administering the Prenatal and Newborn Care Program.
