Provides that, in counties with a population exceeding 600,000, the expense of establishing and maintaining a legal self-help center by the court may be borne by the county. Provides that the county board may require the clerk of the circuit court in the county to charge and collect a fee of not more than $3 to defray the expense of a legal self-help center.
