| WHEREAS, The members of the House of Representatives of the |
| 3 |
| State of Illinois learned with regret of the death of Earl |
| 4 |
| Henry Dobbins on Monday, June 14, 2004; and
|
| 5 |
| WHEREAS, Mr. Dobbins was born on March 15, 1919, in Port |
| 6 |
| Gibson, Mississippi, to Reverend S.L. and Mariah (Dunn) |
| 7 |
| Dobbins; he was the fourth child of 10 children; and
|
| 8 |
| WHEREAS, Mr. Dobbins moved to East St. Louis in 1940 and |
| 9 |
| joined New Era Baptist Church, where he served as a deacon; he |
| 10 |
| later joined Lilly Hill Missionary Baptist Church, where he |
| 11 |
| also served as a deacon; throughout his life, he served as a |
| 12 |
| deacon for over 60 years; and
|
| 13 |
| WHEREAS, Mr. Dobbins married Christine Gladney in 1966; |
| 14 |
| they were married for 38 years; and
|
| 15 |
| WHEREAS, Mr. Dobbins was a pioneer and worked hard to keep |
| 16 |
| the MCC College in East St. Louis; he helped organize the |
| 17 |
| Illinois Park on 26th Street, where children could play; he |
| 18 |
| fought for the NAACP and organized the Concerned Citizens for |
| 19 |
| Justice; he was known as someone who would not turn away a |
| 20 |
| person asking for help and as one who helped the sick in any |
| 21 |
| way he could; and
|
| 22 |
| WHEREAS, Mr. Dobbins' latest project, the Earl H. Dobbins |
| 23 |
| Vocational Training Center was very close to his heart; he |
| 24 |
| wanted to help young people in East St. Louis make an honest |
| 25 |
| living and to help them "get off the streets"; the training |
| 26 |
| center was his dream to help in that manner; and
|
| 27 |
| WHEREAS, The passing of Earl Henry Dobbins has been deeply |
| 28 |
| felt by many, especially his wife, Christine Dobbins; his |
| 29 |
| daughters, Doris Lockett, Rosalind Thomas, and Joyce Bennett; |
