 1        AN ACT concerning environmental safety.

 2        Be  it  enacted  by  the People of the State of Illinois,
 3    represented in the General Assembly:

 4        Section 5.  The Environmental Protection Act  is  amended
 5    by changing Section 19.9 as follows:

 6        (415 ILCS 5/19.9) (from Ch. 111 1/2, par. 1019.9)
 7        Sec.  19.9.  Construction  of Title.  This Title shall be
 8    liberally construed so as to effect its purpose.
