Sets forth the preventive or corrective actions that may be taken. Sets forth the persons that are liable for all costs of corrective or preventive action incurred by the State as a result of open dumping, including the reasonable costs of collection. Provides that certain costs concerning open dumping, waste tires, and underground storage tanks constitute an environmental reclamation lien.
