Creates the Illinois Tax Policy Commission as a legislative support services agency. Creates a board with legislative and public members. Provides for the Commission to study and evaluate tax policy and to make reports. Requires changes in tax laws to be submitted to and considered by the Commission. Amends the Illinois Income Tax Act to allow Commission members and staff to receive tax-related data that is otherwise confidential. Effective January 1, 2005.</SynopsisText></synopsis>
