Provides that the construction of any equipment, facility, vehicle, vessel, or aircraft capable of causing or contributing to air pollution or designed to prevent air pollution does not require a construction permit unless that equipment, facility, vehicle, vessel, or aircraft is subject to regulation under certain Sections of the federal Clean Air Act. Provides that the construction of any equipment, facility, vehicle, vessel, or aircraft capable of causing or contributing to water pollution or designed to prevent water pollution does not require a construction or operation permit unless (i) the construction of the equipment, facility, vehicle, vessel, or aircraft will be funded in whole or in part by financial support from the State or the federal government or (ii) the equipment, facility, vehicle, vessel, or aircraft is for the purpose of the pretreatment of wastewater prior to discharge to a non-delegated publicly owned treatment works. Sets forth procedures by which the Environmental Protection Agency must: (i) allow a permit applicant to review and comment on a proposed draft permit; (ii) issue general permits that do not require individual applications for categories of similar sources or equipment, facilities, vessels, or aircraft; (iii) allow a permit applicant to select a permitting analyst to perform permit application reviews and drafting on behalf of the Agency; and (iv) provide, upon an applicant's request, an expedited review of a permit application.
