Includes in the definition of "sex offense" first degree murder when the defendant was at least 17 years of age at the time of the commission of the offense and the offense was committed on or after the effective date of the amendatory Act. Eliminates the provision that the victim must have been under 18 years of age for offenses committed on or after the effective date of the amendatory Act. Amends the Department of State Police Law of the Civil Administrative Code of Illinois and the Sex Offender and Child Murderer Community Notification Law. Changes the name of the Sex Offender and Child Murderer Community Notification Law to the Sex Offender and Murderer Community Notification Law and makes corresponding changes in cross references to that Act.
