<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>Creates the Illinois Residential Building Code Act. Provides that a contract to build a home in any municipality or unincorporated portion of a county that does not have a residential building code in effect must include, as part of the construction contract, the applicability of a residential building code that is agreed to by the home builder and the home purchaser. The home builder and the home purchaser may agree to adopt any municipal residential building code or county residential building code that is in effect in any county or municipality that is within 100 miles of the location of the new home. If the home builder and the home purchaser fail to agree to a residential building code or if no residential building code is stated in the contract, the International Residential Code shall, by law, be adopted as part of the construction contract. Effective January 1, 2004.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<SynopsisText>Provides that if a home builder and home purchaser fail to agree to a residential code or if a residential code is not stated in the contract, the plumbing code promulgated by the Department of Public Health and the International Residential Code shall be adopted, by law, as part of the construction contract (now just the International Residential Code is adopted as a part of the contract). Adds a provision concerning homes constructed for resale. Provides that if a builder constructs a home for resale, the builder must certify to the buyer that the builder has constructed the home in compliance with an authorized code and must identify that code.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>     Further amends the Illinois Residential Building Code Act. Provides that if a home builder and home purchaser fail to agree to a residential building code or if no residential building code is stated in the contract, the National Electric Code as adopted by the American National Standards Institute shall, by law, be adopted as part of the construction contract.</SynopsisText></synopsis>
