Provides that a birth parent who is a minor must be represented by a guardian ad litem appointed by the court for the purposes of giving a consent for adoption, unless the minor birth parent is already represented by counsel. Requires the court to appoint a guardian ad litem in an adoption proceeding for each minor birth parent of the child sought to be adopted, unless the minor birth parent is already represented by counsel.
