Creates the Reviewing Court Alternative Dispute Resolution Act. Provides that the practice, procedure, and administration of alternative dispute resolution programs in the reviewing courts shall be as provided by Supreme Court rule. Creates the Reviewing Court Alternative Dispute Resolution Fund for the purpose of funding alternative dispute resolution programs in the reviewing courts. Amends the State Finance Act to create the Reviewing Court Alternative Dispute Resolution Fund. Amends the Appellate Court Act. Provides that the fees for filing in the appellate court shall be $25, plus the amount designated for alternative dispute resolution programs in the reviewing courts, for the petitioner or appellant and $15, plus the amount designated for alternative dispute resolution programs in the reviewing courts, for the defendant or appellee. Requires the court to remit the fees, within one month after receipt, to the State Treasurer for deposit in the Reviewing Court Alternative Dispute Resolution Fund. Amends the Lawyers' Assistance Program Act. Adds law students to the coverage under the definition of "lawyers' assistance program". Provides that the Illinois Supreme Court may support programs that provide assistance to law students who are addicted to or abuse alcohol or other drugs or who are in need of mental health assistance. Adds the Reviewing Court Alternative Dispute Resolution Fund to the list of funds from which moneys may not be transferred to the General Revenue Fund by direction of the Director of the Governor's Office of Management and Budget. Further amends the Appellate Court Act. Deletes language providing for a filing fee in the appellate court of $25 for the petitioner or appellant and $15 for the defendant or appellee. Provides that any filing fees designated by Supreme Court Rule for alternative dispute resolution programs in the reviewing courts as provided in the Reviewing Court Alternative Dispute Resolution Act shall, within one month after receipt, be remitted to the State Treasurer for deposit in the Reviewing Court Alternative Dispute Resolution Fund.
