Provides that it is illegal to alter or remove the serial numbers of any snowmobile, snowmobile engine, outboard motor, inboard motor, watercraft sterndrive unit, or any of their component parts, or to knowingly buy, sell, or possess any of those items if a serial number has been removed from it. Provides that if a boat sustains accidental damage in the amount of $2,000 (rather than $500), or if a vessel is completely lost, the incident must be reported to the Department of Natural Resources.
