Increases the fees for issuance of sample registration plates and stickers from $4 for each plate and sticker to $15 for each plate and $5 for each sticker. Provides that the Secretary of State has sole discretion as to which specialty plates to include in the sample registration plates and stickers program. Provides that the fees collected under the provision shall be deposited into the Secretary of State Special License Plate Fund.
