Provides that an applicant for a certificate of title for a specially constructed vehicle, other than a mobile home, must submit the vehicle to a safety inspection by the Department of Transportation. Provides that the application for a certificate of title under the new provision must be accompanied by a certificate of safety issued by the Department after the inspection. Provides that the applicant must pay an inspection fee of $100, to be deposited into the Secretary of State Police Services Fund.
