<reference>425 ILCS 55/1.5 new</reference><aliasreference></aliasreference><SynopsisText>Amends the Public Building Egress Act. Provides that every stairwell door on every fifth floor of any public building having a height in excess of 80 feet shall remain unlocked at all times. Limits the concurrent exercise of home rule powers.</SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<SynopsisText>Deletes everything after the enacting clause. Amends the Public Building Egress Act. Provides that stairwell enclosures in buildings greater than 4 stories shall comply with one of the following requirements: (1) no stairwell enclosure door shall be locked at any time; or (2) stairwell enclosure doors that are locked shall be equipped with an electronic lock release system that is activated upon loss of power. Provides that stairwell enclosure doors at the main egress level of the building shall remain unlocked from the stairwell enclosure side at all times. Provides that building owners who lock stairwell enclosure doors shall comply with specific requirements during the time necessary to install a lock release system and two-way communication system. Denies home rule powers of any home rule unit other than a home rule municipality having a population of 1,000,000 or more inhabitants.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
