<reference>625 ILCS 5/11-310</reference><aliasreference>from Ch. 95 1/2, par. 11-310</aliasreference><reference>625 ILCS 5/12-208</reference><aliasreference>from Ch. 95 1/2, par. 12-208</aliasreference><SynopsisText>     Amends the Illinois Vehicle Code. Provides that a municipality may place and display along or over a highway a sign or banner that: honors community or student achievements and bears no commercial advertising; is no larger than 30 square feet in size; does not obstruct traffic or the view of the driver of any vehicle; and remains in place no more than 30 days. Provides that the municipality must obtain the approval of the Department of Transportation before placing a sign along or over any highway under the Department's jurisdiction. Provides that the Department must respond to a municipality's request for approval within 7 days after receiving it. Provides that an antique vehicle may display a blue light or lights of up to one inch in diameter as part of the vehicle's rear stop lamp or lamps. Effective July 1, 2004.</SynopsisText></synopsis>
